Key Responsibilities

• Supervise and coordinate all Lockout/Tagout (LOTO) activities at the project site.

• Ensure proper isolation of electrical, mechanical, hydraulic, pneumatic, and other hazardous energy sources.

• Review and implement approved LOTO procedures, isolation plans, and energy control requirements.

• Coordinate with Electrical, Mechanical, Instrumentation, Operations, HSE, and Commissioning teams to ensure safe isolation.

• Verify that all isolation points are correctly identified, locked, tagged, and documented before work begins.

• Ensure compliance with project LOTO procedures, Permit-to-Work (PTW) requirements, and applicable Qatar safety regulations.

• Conduct and supervise LOTO briefings/toolbox talks for personnel involved in isolation activities.

• Maintain accurate LOTO registers, isolation certificates, lock/tag records, and related documentation.

• Verify zero-energy conditions before authorizing work to commence.

• Ensure proper removal of locks and tags and safe restoration of equipment after completion of work.

• Coordinate LOTO activities during testing, pre-commissioning, commissioning, energization, and de-energization activities.

• Identify potential hazards associated with stored or residual energy and ensure appropriate control measures are implemented.

• Monitor field activities to ensure compliance with approved LOTO procedures.

• Stop unsafe work and immediately report any LOTO or energy-isolation violation.

• Participate in safety inspections, audits, incident investigations, and LOTO compliance reviews.

• Provide guidance and training to electricians, technicians, operators, and other personnel on LOTO requirements.

• Coordinate with the Permit-to-Work team to ensure isolation requirements are properly reflected in permits.

• Ensure all LOTO activities are properly handed over between shifts and work teams.

• Support the HSE team in maintaining a strong safety culture and achieving project safety objectives.

Qualification Requirements

Bachelor's Degree (BE) in Electrical Engineering or Diploma in Electrical Engineering.

• Minimum 5 years of relevant experience as a LOTO Supervisor.

• Strong knowledge of electrical safety, energy isolation, LOTO procedures, and Permit-to-Work systems.

• Experience in industrial, infrastructure, oil & gas, power, water treatment, or desalination projects is preferred.

Qatar Energy LNG project approval/experience will be considered an added advantage.

• Good knowledge of safe isolation practices and hazardous energy control.

• Ability to read and understand electrical drawings, single-line diagrams, isolation plans, and related technical documents.

• Good communication and coordination skills.

• Ability to work effectively with multidisciplinary teams in a project environment.

• Familiarity with Qatar HSE requirements and international electrical safety standards is preferred.

Experience

Minimum 5 years of relevant experience as a LOTO Supervisor, preferably within major industrial, oil & gas, power, water treatment, or desalination projects.

• Candidates with previous Qatar Energy LNG-approved experience will have an added advantage.
